PSAC's PA bargaining team has tabled a proposal with Treasury Board to recognize the work of our AS group members who perform compensation and benefit duties.
The Recruitment and Retention Allowance proposal is an annual allowance to be paid bi-weekly, retroactive to June 21, 2007. The purpose of the allowance is to reduce recruitment and retention problems and recognize the currently under-valued work of these members.
This allowance has been tabled with Treasury Board as part of a comprehensive wage package for the PA unit. Details of the wage proposal will be issued with the bargaining team report in the near future.

Another round of negotiating sessions with Treasury Board has just been agreed upon. The PA group will be meeting the week of April 21, the other four TB units, EB, FB, SV and TC, will be meeting the week of April 28.

The delegates to the National Bargaining Conference (NBC) represent over 95,000 workers at Treasury Board and Parks Canada. They were elected and/or selected from amongst those attending Regional Bargaining Conferences held late last year in Montreal and Vancouver.
Hundreds of members from the PA (Table 1), SV (Table 2), TC (Table 3), EB (Table 5) and FB bargaining units throughout Canada submitted bargaining proposals to their Locals. Following a review by the Components, these proposals were sorted by bargaining unit for analysis by the National Bargaining Conference TB delegates.
NBC delegates will spend four days in Ottawa, where representatives begin the critical task of undertaking an in-depth review of the proposals and establishing priorities for the upcoming round of bargaining. Presentations about the influences, directions and upcoming challenges will inform and direct them in their deliberations. Conference delegates will also develop mobilization strategies in defence of quality public services and elect negotiating team members. This is a critical step in our bargaining process as we move towards final preparations before serving notice to the employer.

If you are a PSAC member working for Treasury Board or for an agency who has chosen to remain part of the National Joint Council (NJC) please note the following change to the kilometric rates:
The Kilometric Rate by province was increased in October, 2006 – retroactive to September 1, 2006.
However, this increase is also retroactive to July 1, 2006 for anyone who submitted a claim between July 1 and August 31, 2006. But you will need to resubmit a claim for the additional amount per kilometre.
Departments will not automatically reassess these claims. You must resubmit in order to be properly reimbursed. You have until December 31, 2006 to claim for the additional amounts for the period between July 1 and August 31.
