Classification Reform Action Plan
Update
When Treasury Board found out that the PSAC National Board of Directors
has approved an action plan with respect to Classification Reform
which encourages employees to submit grievances and complaints,
they informed the departments on June 10, 2003, not to take any
action on grievances alleging discrimination until there is a referral
back from the Canadian Human Rights Commission under Section 41
and also not to respond to the grievances contesting the classification
system as a whole.
On June 25, 2003, Nycole Turmel wrote back to Treasury Board stating
our concern for the lack of respect for our members and the complete
disregard for the fundamental right of employees to grievance any
matter affecting their terms and conditions of employment. Our president
also stated that the directions to departments seem to be strikingly
out of tune with the government’s stated aim to improve labour relations
in the federal public sector, as recently expressed in the preamble
of Bill C-25. The Alliance is urging the employer to meet their
commitments under the collective agreement and to advise their client
departments to hear the grievances at all levels of the grievance
procedure.
