Classification Modernization for the PA Group

This letter will confirm our commitment to a project that is of significant interest and importance to both the Public Service Alliance of Canada (PSAC) and the Public Service Human Resources Management Agency of Canada (PSHRMAC/the Agency).

Based on our previous discussions and those between our respective representatives, the PSHRMAC is prepared to design a modern classification standard for the Program and Administrative Services (PA) Group to reflect and measure, in a gender neutral way, the skill, effort, responsibility and the working conditions of the work performed by employees in this occupational group.

The PSAC is prepared to participate with the Agency in this important initiative. Given the significant investment of resources, our representatives will meet during the initial planning phase to develop a project plan to ensure effective collaboration as well as a timely and successful conclusion.

The Agency has committed to begin this modernization project in May 2006 starting with a review of the PA Group structure and a planning and preparation phase for the project. It is anticipated that the design of a new classification standard will closely follow the successful completion of the first phase of the project and that it will take approximately six to eight months to produce a first draft of the classification standard ready for testing with PA work descriptions.

Our respective representatives will meet shortly to develop terms of reference for the initial phase of the project. They will recognize our respective organization's accountabilities and capacities to successfully deliver the desired results. During this first phase, our objective is to work towards making recommendations to the Agency on:

  1. the PA Group structure,
  2. the plan and timeline for development of the PA Classification Standard, and
  3. the union's role throughout the remainder of the project.

This letter will constitute a record of our commitment to this most important classification modernization project.
