PSAC Bargaining Units with Treasury Board (PA, SV, TC, EB, FB)
Progress slow at PA bargaining table after another four days of talks
PSAC was back at the table in negotiations for the Program and Administrative Services (PA) unit from February 5 to 8. As of the end of this session, our PA team has tabled all of the union’s demands with the exception of the wage package.
Employer demands more shift work
Hours of work have been the subject of much discussion in this round of bargaining and the last session was no exception. While we have heard in the past that the employer wants to create special hours of work for Service Canada members, this time the discussion included the WP and IS groups who are currently excluded from shift work. The employer is demanding the right to change members in the WP and IS groups, as well as those at Service Canada, into shift workers.
We discussed Allowances
During this session, Union of Solicitor General Employees National President John Edmunds brought his expertise to the table and made a presentation to the employer on the subject of four allowances that affect workers at Correctional Service of Canada. These include the Penological Factor Allowance, the Inmate Training Differential and the Offender Supervision Allowance. The union has also tabled a new allowance – the Primary Responsibility Allowance – that would apply to Parole Officers.
We’re still waiting for some employer demands
We keep expecting a proposal from Treasury Board to re-package leave entitlements but by the end of this session, their demand had not yet been tabled.
A special allowance for Compensation Advisors
Our team has put Treasury Board on notice that we will be proposing some type of special allowance for Compensation Advisors when the union presents its wage demand.
Bargaining resumes in March
Bargaining is scheduled to take place again from March 4 to 7. We are planning on having a representative of PSAC’s Social Justice Fund make a presentation to Treasury Board. We expect that we will have finished discussing all of the non-monetary issues by the end of this session.
We’re finalizing our wage demand
Following the next bargaining session in March, we will be finalizing our wage package proposal for presentation to the employer’s team. We have been looking at current wage trends, protection against inflation, retroactivity and catching-up with comparable jobs and employers. We will also have access to information from the Enforcement Community pay study being carried by out the PSAC that will provide information on comparable compensation for our WP members.
