Technical Services Bargaining Team Update

PSAC Bargaining Units with Treasury Board (PA, SV, TC, EB, FB)

We do not accept that the employer's final offer is the best that it can do for its employees.  Aside from economic increases of 2.3%, 1.5%, 1.5% and 1.5%, the employer has not presented anything of substance. During negotiations this past week we were given assurances by the employer that we would be able to continue to arbitration and that is what we intend to do. Given that the employer has not shown any willingness to move on any of our core issues, we have filed for binding arbitration.  We expect to have dates before a neutral third party to settle outstanding issues in the near future.

Technical Services Bargaining Team Update

The news is not good.  We did not reach a tentative agreement with the employer.  In fact, at the table, the employer refused to address any of the bargaining demands for our members. 

After the Treasury Board's public final offer of last week, all of the PSAC bargaining teams were immediately recalled into Ottawa, to meet with the employer's teams to try to negotiate final settlements. 

While other groups all received something substantial in their negotiations, the TC team was offered nothing in addition to the percentage rates that have been posted in the media (2.3%, 1.5%, 1.5% & 1.5%).  There is no compensation from the pay comparison study; and there are no additional allowances of any kind. In addition there were no responses to our proposals for amendments to the Travel Status Leave clause or our proposal for fairer provisions in the Injury on Duty Article.

After 19 months of negotiations, the employer has not come across with even one improvement to our TC Collective Agreement.  Their current monetary offer puts us even further behind our private sector counter-parts and the rates of inflation that we have experienced since our last pay increase in June 2006.

It is evident that Treasury Board (TB) has decided to make a mockery of the negotiation process at the TC table.  When we came to the table this past week, we were shut down.  We attempted to negotiate, but the employer was not interested. We attempted to reach a compromise by reducing our demands to the bare minimum, but the small percentage increases were the only things that the employer would offer.

We believe in our hearts, that you sent us here to do a job – to represent you – and get you a fair and long over-due deal. We cannot accept that this is the best that the employer can do for its employees.
