WHAT YOU'RE OWED AND HOW TO GET IT

Q: Who is covered by the pay agreement between the PSAC and Treasury Board?

A: Employees of the federal government who work in departments for which Treasury Board is the employer (Public Service Staff Relations Act, Part I) and who are or were classified as a CR, ST, DA-CON, EU, HS or LS since March 8, 1985. This includes indeterminate, term, casual and seasonal employees, as well as the estates of affected employees who have died.

A. The next two pages show the amounts owed year by year from 1985 to 1998 for each group and level. Please note the following:

After all of the individual calculations are made, interest will be calculated on 90% of the total amount owed. It will be calculated up to the date the retroactive payments are made. This is simple interest which will be calculated in six month periods, as of March 31 and September 30 of each year at the following rates:

1985 - 11.25%; 1986 - 10.0%; 1987 - 7.75%; 1988 - 9.0%; 1989 - 10.5%; 1990 - 10.5%; 1991 - 10.75%; 1992 - 7.5%; 1993 - 6.0%; 1994 - 4.25%; 1995 - 7.50%; 1996 - 5.25%; 1997 - 5.25%; 1998 - 3.5%; 1999 - 4.0%

[Note: Due to the small numbers of affected individuals in the EU group, as a matter of privacy, information on the EU group rates is not being published but is available to current and former EU members by contacting the Alliance or their department.]

Please do not contact the union to find out what you are owed as an individual. The Alliance cannot calculate amounts owed to each current and former member. Only your present or former pay office has the necessary records to perform these calculations.

Q: How do I get the money I am owed?

A: Current employees: the government will automatically make the calculations. Treasury Board hopes to have the ongoing amounts reflected in salary cheques by February 2000 at the earliest. Cheques for the retroactivity should start being received in four to six months from now. Cheques for the interest owed will follow later in 2000 or in 2001.

Retired employees: the government will automatically calculate the retroactive payments owed and interest and will also adjust the monthly superannuation payments. These calculations will follow the cheques for current employees.

Former employees should make sure their last employing department has their current address. If the last employing department no longer exists, Treasury Board has a list of "dissolved organizations together with current contacts" which is available on their web site at: www.tbs-sct.gc.ca. You can find a link to this site on the Alliance's web site at www.psac-afpc.com. Information is also available from the Treasury Board Secretariat at (613) 952-2946. Staff at this number are able to provide general information about the agreement as well as contact numbers for the various departments.

NOTE: The PSAC cannot forward information about former employees to their respective departments, on their behalf. Individuals, or their estates, must contact the last employing department themselves.
