If the Charter of Rights guarantees equality
for all, then the legislated right to a healthy and safe workplace must be a right for all
workers on Parliament Hill.
The international community has insisted that
the basic labour and safety laws enshrined by the International Labour Organization (ILO),
Convention C155 (1981) and Recommendation R164 (1981) Occupational Health and Safety, be
applied to all.
We must urge our Members of Parliament to
pressure the government to act in proclaiming the remaining parts of a piece of
legislation that is more than 12 years overdue. The Harper Government can put a stop to
this injustice, literally with the stroke of a pen--and so it should, by proclaiming Part
III of PESRA into force. Only then will the Parliament workers have equal protection under
the Charter of Rights.
